Guatemala: Impunity, insecurity and discrimination: Amnesty International submission to the UN Universal Periodic Review

In this submission, Amnesty International sets out its concerns regarding Guatemala’s human rights record. The military has refused to cooperate in bringing to justice those responsible for human rights violations committed during the internal armed conflict. Indigenous peoples’ communities were denied their right to free and informed consent prior to the construction of large infrastructure projects. Forced evictions of communities in rural areas continued to be a concern. High levels of violence against women remain a concern as does the failure to adequately investigate attacks and reprisals against human rights defenders.
